Interlocking is only as good as its base. We excavate and build up 12 to 18 inches of clear stone, compacted in lifts, with the drainage worked out before the first paver goes down. That is what keeps a patio level through an Ontario winter.
On top of it: stone coping around the pool, precast or natural stone interlocking, and permeable or non-permeable jointing to suit the yard and how the water needs to move.

Armour stone and block walls that hold a grade, make a level terrace and add a place to sit.
